This may happen if you've removed the power cord during the boot process.
Not a issue related to the WoR tool, so i'm closing this.

I have formatted the system 3 times through WORD, but it comes out when passing the time zone configuration, is there any detail that I am leaving aside? must be connected to ethernet ?, any patch?

There isn't any additional thing to do, and you don't need an internet connection. It should boot straight to the region selection OOBE screen (it may reboot after the first boot process).
I'd suggest trying another build of Windows (19041 for example). If that still doesn't work, then your boot drive may be faulty.
