For build 18362 you need to use this command:
winpatch X:\Windows\System32\drivers\USBXHCI.SYS ea000037e8630091 ea000036e8630091 0037e8430091e1 0036e8430091e1

There isn't any patch for build 17134 at the moment, so it won't work.

I put the version that I recommended and I managed to place the patch but it damages the file, that is, the ISO still do not work with PI 4B, I appreciate any help or recommendation of an ISO that works with this new Raspberry pi 4

Just to be sure, can you re-install build 18362 again and run the patch command that i've sent you, without touching anything else?
I'd like to see the WoR.log and winpatch output too.

Choose Windows (Insider version).
Let me know if USB works on that one.
